Buying new here is a different process from buying a resale, and the builder’s sales office works for the builder. Where Harpers Mill is
Harpers Mill is in southwestern Chesterfield County off Otterdale Road, south of Hull Street Road (Route 360) and a few minutes from the Woodlake and Brandermill entrances, with Chesterfield mailing addresses (zip 23832). The community office is at 8600 Pullman Lane. Route 288 is about ten minutes north for the drive to Midlothian, Short Pump, or downtown; the Hull Street corridor, including the new retail at Cosby Village, covers daily needs. This part of the county is where Chesterfield is growing fastest, which is both the opportunity and the thing to watch: new schools, new roads, and new rezonings are all in motion.

Production single-family
Lennar builds a large share of the detached homes here, typically two-story plans with included-feature packages rather than a design center. Predictable pricing, fast timelines, and less customization.

The other national builder active in the community, with its own plans and its own incentive programs. Compare the two builders’ base prices, lot premiums, and closing-cost incentives on the same day; they change often.
Named sections
Newer sections within the master plan with their own streetscapes and lot sizes. Ask which section a plan is in, what is planned around it, and where the section stands in the build-out.
Attached
The lowest entry price in the community and the fastest way into the amenity package and the Cosby zone. Check the sub-association fee on top of the master dues.
HOA and what ownership costs
Every Harpers Mill owner pays the master association, which funds the resort-style clubhouse and pool, the lighted regulation sports field, the Hobbit World playground, the trail system, and common-area maintenance across 240-plus acres of open space. Townhome sections add a sub-association fee for exterior maintenance. Get the current dues, the initiation or capital contribution charged at closing, and any builder-controlled-board disclosures in writing. New homes also carry costs a resale does not: lot premiums, structural and design upgrades, and the gap between the base price on the sign and the price on the contract. Schools and zoning
Harpers Mill addresses are typically zoned to Winterpock Elementary, Bailey Bridge Middle, and Cosby High School. Because this part of Chesterfield is growing quickly, the county has been adding capacity and adjusting lines, and a new section can be assigned differently from the one built two years earlier. Confirm the specific address, and ask the builder in writing which schools the lot is currently assigned to.

Harpers Mill versus a resale in an established Hull Street neighborhood. Lower price, no clubhouse, older systems, often no HOA. If you will not use the amenities, that math can win.
Buying in Harpers Mill: new and resale
Bring your own agent to the builder. Register your agent on your first visit, not your second; most builders will not pay a buyer’s agent who shows up after you have registered alone. The sales office is helpful and it works for the builder.
Read the contract like a contract. Builder contracts are written by the builder, with the builder’s earnest-money terms, the builder’s completion windows, and the builder’s warranty. We review every one of them with our clients, line by line.
Inspect a new house anyway. A pre-drywall inspection and a final inspection catch things the county inspector is not looking for. It is a few hundred dollars against a six-figure purchase.
On resale, compare to new. Price the resale against the builder’s current offer for the same size home, adjust for finished upgrades, the lot, and the wait, and decide from there.
Selling in Harpers Mill
Your competition is the builder. Your advantages are a finished yard, window treatments, a fence, a finished basement or upgraded kitchen you have already paid for, and a house that closes in 30 days instead of six months. Your listing should say all of that plainly, state the dues and school assignment, and be priced against the builder’s current release, not against what you paid. Buyers here know the builder price sheet; assume they are holding it.
