Capriotti’s Signs at Cosby Village Square: Hull Street and Otterdale Is Becoming a Retail Corner

A sandwich shop is not usually housing news. A ten-year lease is. Capriotti’s has signed a decade-long commitment at Cosby Village Square, near the intersection of Hull Street and Otterdale roads in southwestern Chesterfield County, and plans to open early next year. That is a national franchise operator putting its own capital behind a forecast that rooftops around that corner will keep arriving. What was actually signed

Local franchisee James Kimball told BizSense that a Moseley-area shop had been on the drawing board from the start. The specifics: a ten-year lease, a 1,600-square-foot space in a new building near the centre’s Starbucks, and an estimated $600,000 to $700,000 to open, and a shell already largely complete with tenant upfit starting this fall. It is the brand’s second area location; the first opened in June at 35 Le Gordon Drive in Midlothian and, per Kimball, is among the top performers across a brand that lists nearly 160 shops.

A second chain is arriving alongside it: Cheba Hut, franchised locally by New Mexico-based Wahi Brands, opens at 1124 Steam Ave in Midlothian Depot in late September, with a Colonial Heights location to follow in March. Connie Jordan Nielsen and Alicia Brown of Thalhimer handled landlord-side negotiations on the Cosby Village deal.

Why a ten-year lease at that corner is a buyer signal

Retail brokers underwrite on population inside a drive-time ring, so a ten-year term means the operator is comfortable with that ring as it will look in 2030, not only as it looks today. Hull Street west of Woodlake has been absorbing subdivision after subdivision, and commercial follows households rather than leading them. The honest counterpoint: convenience in a growth corridor arrives on a developer’s timeline, not on yours. A grocery, a school seat or a left-turn signal can slip a year or three. Weighing a new build near Otterdale against a resale in an established pocket like Woodlake or Hallsley is that trade: buy the amenity that exists, or buy earlier and cheaper and wait for it to be built around you. The other trade is traffic – every tenant that opens is one more reason for cars to stop at that intersection.

Before you write an offer, check what the county has actually accepted near the address. Chesterfield publishes its active development and zoning cases, searchable by case type and district, covering site plans, subdivisions and zoning cases. Chesterfield’s discretionary approval for a use like this is a conditional use permit, and the conditions attached to it – hours, lighting, access, buffers – are what decide whether a commercial neighbour is pleasant or loud.

July 2026 is the freshest published month. August 2026 figures were not yet published when this was written.

Read those four together: fewer sales than last July, a softer median, still under two months of supply. A buyer at Hull Street and Otterdale is negotiating against builders and against sellers who have competition.

Kimball’s Short Pump comment is the other half of the story

Asked about a third location, Kimball said he was eyeing Short Pump but had not finalised a site: “it’s a little bit challenging up there because it’s so developed.” That is a franchisee calling western Henrico full and southwestern Chesterfield open – the same read that showed up when Nordstrom Rack committed to West Broad Street. In Short Pump you pay for finished infrastructure; out past Woodlake you pay less and carry timeline risk. Three things to do if you are shopping the corridor

  • Drive the commute you will actually drive, at 7:45am and at 5:30pm. Hull Street at rush hour is the test.
  • Ask a builder which phases are approved and which are only planned, then check that against the county’s case list.

It is the discretionary approval Chesterfield grants for a use not automatically allowed in a zoning district, with conditions attached. Henrico uses a different term for its equivalent, so do not carry one county’s vocabulary into the other when reading a case file.

A lease is signed, so why is the opening still months away?

A signed lease and a finished store are different milestones. The shell was largely complete and the tenant upfit, the interior build for this tenant, was set to begin in the fall. That sequence is why a corridor’s amenity map lags its lease map.
