Richmond BizSense reporter Jack Jacobs reported on October 14 that Flavor Hive, a fast-casual chain known for its walking tacos, plans a restaurant at Chesterfield Towne Center. This post is our summary of that reporting, with local context added. The original story is here: Flavor Hive cooking up second local spot at Chesterfield Towne Center. Our other Richmond area news posts follow the same format.
What the permit shows
According to BizSense, a building permit filed with Chesterfield County places the restaurant in the former Five Guys space. The space has its own entrance on the mall exterior and sits between The Twisted Crab and the now-vacant TJ Maxx.
It would be Flavor Hive’s second Richmond-area location. The first opened in May at 1080 Virginia Center Parkway in Glen Allen, near Virginia Center Commons. BizSense reports a manager there said the Chesterfield opening is anticipated later this year, and that the company did not respond to emails seeking comment.
The chain started as a food truck. Its menu includes rice bowls and quesadillas, and its walking tacos are built inside a bag of chips. BizSense counts 10 locations on the company website across Northern Virginia, Maryland and Washington, D.C.
What a permit does and does not tell you
A building permit is an early step. The county’s commercial permits page lists a building permit for renovation, repair or upfit as one of its permit types, and that is the kind of filing a tenant makes before work on an existing space. A permit does not set an opening date, and BizSense did not report one. Treat “later this year” as the manager’s expectation, not a commitment.
The mall around the storefront
Chesterfield Towne Center sits at 11500 Midlothian Turnpike. In a December 2025 report, BizSense described the mall as built in 1976, about 1 million square feet and anchored by JCPenney and Macy’s. The same report said a joint venture of JRE Partners and Anastacia AG had bought it, that Pacific Retail Capital Partners would handle leasing and master planning, and that a potential redevelopment was under consideration with no details shared.
The October 14 story mentions other recent arrivals, the DVD store Blue Rose and the menswear shop R.S. Milan, along with the empty TJ Maxx next to the Flavor Hive space. That is a mix of arrivals and a vacancy, and one article is not a trend. For background on the plaza next door, see our post on the Chesterfield Towne Center Plaza sale.
