A 210-unit residential project has been filed for zoning approval next to Hanover County Municipal Airport, and it is the kind of filing that changes a corner of a county rather than a single street.
Jack Jacobs reported the details for Richmond BizSense on 1 September 2026. Developer Rogers-Chenault has applied for the approvals needed to build Stillwater Village on a 72-acre, multi-parcel assemblage that includes 9382 Sliding Hill Road in Hanover County, southeast of Ashland and near the Wegmans distribution center. Per the application materials Jacobs reviewed: 210 residential units split between 177 townhomes and 33 single-family homes, 14,000 square feet of commercial space in two 7,000-square-foot retail buildings fronting Sliding Hill, and a church that New Community Church would occupy.
The filing also shows open space, walking trails, pickleball and pool facilities, and a 7.5-acre commercial pad reserved for later development. Access would come from a new leg at the Sliding Hill and New Ashcake intersection and a second entrance farther down Sliding Hill. The Bay Cos. is the civil engineer. Jacobs reported that LLCs tied to Rogers-Chenault and Robert King of Mechanicsville own the wooded, undeveloped parcels, that the developer controls 20 acres acquired for $400,000 last year, and that Rogers-Chenault declined to comment. Construction timeline and cost were unavailable.
What has to happen before a shovel moves
Three approvals are in play at once. The developer is seeking a rezoning from Agricultural A-1 to Neighborhood Business B-1 and Multi-Family Residential RM, a conditional use permit for the church, and a comprehensive plan amendment to bring the county land-planning document in line with the project. Hanover received the filings in late July 2026.
That is a meaningful stack. The Hanover County Planning Department handles rezoning, conditional use permit and special exception processing along with the Envision Hanover comprehensive plan. A comprehensive plan amendment signals that the project is asking the county to change its own stated intention for the land, not simply to apply an existing category. None of it is approved yet.
The airport question the coverage did not answer
Hanover County Municipal Airport, identifier OFP, is a working general aviation field, not a grass strip. The county describes it as ten miles north of downtown Richmond, serving business and recreational pilots, with HOVA Flight Services as the full-service fixed base operator providing fuel, parking, hangar rentals and flight instruction, and a 7,000-square-foot terminal that opened on the east side of the field in 2022. Virginia does not solve this for buyers. Under Section 55.1-703 of the Code of Virginia, the residential property disclosure statement tells purchasers the owner makes no representations or warranties about proximity to a public use airport or about aircraft noise, and advises them to exercise their own due diligence, including contacting the locality or the airport, reviewing any available noise zone maps, or visiting the Virginia Department of Aviation website. The seller of a new townhouse beside a runway owes you nothing on this point. The investigation is yours. Visit on a clear Saturday morning, when pattern traffic is heaviest, not a rainy Tuesday.

Hanover County closed 107 single-family detached sales in August 2026 at a $510,000 median, up 6.3 percent year over year, on 2.3 months of supply. Two readings follow. First, 210 units delivered over several years is roughly two months of the county entire detached sale volume, a real addition in a county that has been running tight. Second, and more useful: 177 of the 210 units are townhomes, a product type the $510,000 detached median does not describe at all. New townhomes here would very likely price well below that figure, which is why this filing matters to first-time and downsizing buyers who cannot currently find an entry point in Hanover.
Jacobs also noted two other projects in the same general area: the Publix-anchored Caldwell Park development at New Ashcake and Chamberlayne, and a Kroger-anchored commercial project on Washington Highway.
