Chesterfield County’s Planning Commission voted unanimously on Tuesday, October 20, to recommend approval of Nunnally Village, a 204-acre mixed-use project at Hull Street and Otterdale roads. That is a recommendation, not a final approval. The Board of Supervisors makes the decision, and BizSense reports no date has been set.

Richmond BizSense reporter Jack Jacobs reported the vote on October 21. This post is our summary, with local context added. The original story is here: 200-acre, Kroger-anchored Nunnally Village project gets Chesterfield Planning Commission endorsement. Our other Richmond area news posts follow the same format.

What the commission recommended

Per BizSense, the project would add several hundred thousand square feet of commercial space, a grocery store, a hospital and up to 1,000 homes in western Chesterfield County. Jeff Geiger of Hirschler, the applicant’s attorney, said the grocery would be a 135,000-square-foot Kroger. BizSense also reports more than 280,000 square feet of other retail and medical office space, with restaurants run by EAT Restaurant Partners.

The developers are Henrico-based Markel | Eagle Partners and local developer Ed Nunnally. An HCA hospital would take 24 acres. BizSense describes a 60-bed, $260 million building that could grow to 200 beds over time. State approval came earlier this year, covered in BizSense’s March report on three Chesterfield hospital approvals, which said HCA’s application targets completion by mid-October 2029.

The applicant wants Corridor Commercial and Transitional Residential zoning, plus conditional use approval and adjustments to ordinance requirements. Geiger said the goal was to “bring more grocery, restaurant and shopping opportunities” to nearby residents. One person spoke against the project at the hearing. BizSense says he thought the hospital was needed but felt the plan had too many homes. The county’s Planning Department sends its recommendations to the Board of Supervisors.

The housing in the plan

BizSense, citing project filings, reports 100 single-family homes, 500 townhomes and 400 apartments. They would not arrive together. The first phase, mostly mixed-use along Hull Street and Otterdale, is expected to take more than five years. The largely residential second phase, north of a planned linear park, is expected to start between 2030 and 2032 and also take more than five years.

Two proposed proffered conditions set the pace. No building permits for homes north of the linear park would be issued until Route 360 is widened from Otterdale Road to Woodlake Village Parkway, or until January 1, 2032, whichever comes first. A staff report cited by BizSense says preliminary engineering on that county-run widening is underway and construction is slated to start in 2029. Separately, the project could not exceed 400 dwelling units until a site plan and building permits cover at least 50,000 square feet of non-residential space and land disturbance has begun.

The practical read: nothing in Nunnally Village is for sale yet, and under these conditions most of the housing is years away. BizSense lists Magnolia Green to the west, Harpers Mill to the south and Cosby Village to the east as bordering neighborhoods. We have no sourced price or sales figures tied to this project, so we are not predicting any. For nearby road work, see our post on Chesterfield’s Powhite Parkway extension.

Roads and what to watch

The developers propose a 1,300-foot westbound travel lane on Hull Street along the project frontage, about $3.9 million in cash road proffers and about $2.3 million in off-site road work. BizSense reports up to three direct entrances on Hull Street and up to four on Otterdale Road. The county’s Streamline 360/288 program lists Route 360 projects between Route 288 and Winterpock Road. It does not list the Otterdale to Woodlake Village Parkway widening, so confirm that project’s status with the county before relying on the 2029 date.

Three things to watch, in order: a Board of Supervisors hearing date, the Route 360 widening start, and any first-phase site plan filings. The county’s public meeting portal posts agendas. The Planning page lists a Board meeting on October 28, though we have not seen Nunnally Village on an agenda.

Frequently asked questions

Is Nunnally Village approved?

Not yet. The Planning Commission voted unanimously on October 20 to recommend approval. The Board of Supervisors still has to vote, and BizSense reports no date is set.

Is the Kroger confirmed?

BizSense attributes the 135,000-square-foot Kroger to the applicant’s attorney, Jeff Geiger. The article does not report an opening date or a statement from Kroger.

When would the hospital open?

HCA’s state application, as BizSense reported in March, calls for completion by mid-October 2029. That timeline predates the county zoning vote, so treat it as a target.

How many homes are planned?

Up to 1,000: 100 single-family homes, 500 townhomes and 400 apartments, according to BizSense’s reading of project filings.

Where can I follow the case?

The county’s public meeting portal posts Board of Supervisors and Planning Commission agendas, and the active development and zoning cases page lists pending cases.

What do Corridor Commercial and Transitional Residential mean?

BizSense names them as the zoning districts requested but does not define them. Definitions are in the county’s zoning ordinance, which the Planning Department page links.

Will this change prices near the site?

We have no sourced figure, so we are not predicting one. The checkable items are the Board vote, the Route 360 widening start and the 2030 to 2032 residential phase.
