A 4-acre site at 14290 and 14300 Midlothian Turnpike, near Winterfield Crossing in Midlothian, could be rezoned for a drive-thru coffee shop, a bank branch and other commercial space. Nothing is approved yet: the plan still needs a Chesterfield Planning Commission hearing, which has not been scheduled, and a final vote by the Board of Supervisors.
Richmond BizSense reporter Jack Jacobs broke the story on November 3, 2026, working from filings with Chesterfield County. Below is our summary in our own words, then what it means for the homes around it.
What the filing shows
All figures in this section come from the BizSense report of November 3, 2026, and the county filings it describes.
- Size: six buildings and a little over 30,000 square feet in all, built in phases, according to a conceptual plan.
- What stays: the existing 12,000-square-foot building that houses Southside Hitch, Carytown Coffee on the James and other tenants.
- What goes: an 8,000-square-foot building used by the consignment shop Izzie’s, plus a vacant 1,500-square-foot building.
- Zoning: today the land is a mix of Commercial Corridor (CC) and Agricultural (A). The request asks for CC on the whole site.
- Owner: Winterfield Legacy LLC, which BizSense ties to Donald Jones of Florida. Land records show it paid a combined $4.2 million in deals recorded in February 2026. The county assesses the parcels at $3.4 million in total.
BizSense says the names of the coffee shop and the bank were not clear from the plans. No cost or construction schedule was available, and the owner declined to comment through a representative.
Proffers aimed at Route 60
Two of the developer’s proposed proffers deal with the road. The plan offers a sidewalk with a pedestrian safety buffer along Route 60, and it limits the project to a single entrance on Midlothian Turnpike. Proffers are conditions an applicant offers as part of a rezoning, and they are part of what the planning commission and supervisors weigh. If you drive this stretch every day, the access plan is the part to read closely when the case documents are posted.
BizSense also notes the activity next door at Winterfield Crossing: a Stella’s grocery opened there in spring 2026, and the Pilates studio Jetset plans to open in early 2027.
What it means for homes near Winterfield Crossing
For people who live near this stretch of Midlothian Turnpike, the plan is mainly about more commercial use along a road that is already commercial. More than half of the proposed square footage would be new construction, so there would be a building phase with trucks and site work before any drive-thru opens. A drive-thru coffee shop and a bank both depend on car trips, which is why the single-entrance proffer and the Route 60 sidewalk matter more to neighbors than the tenant names do.
For buyers, the useful step is to treat this as a pending case, not a done deal. Look up the case on the county’s Active Development and Zoning Cases page, which lets you filter pending cases by type and district and shows them on a map. When a hearing date is set, that page is where it should appear, and that is when residents can comment. If you are comparing homes in Salisbury, Midlothian or nearby parts of the county, map each address against the site and drive Route 60 at rush hour before you decide. We have not measured distances from any neighborhood to this site.
The bigger pattern is new retail filling in along Midlothian Turnpike, as with the Whole Foods opening at Midlothian Depot and the two dog spa concepts coming to Midlothian. Questions about the Winterfield-area proposal
Is the Winterfield-area project approved?
No. BizSense reports a pending rezoning request. The Chesterfield Planning Commission reviews it first, then the Board of Supervisors makes the final zoning decision. As of November 3, 2026, no planning commission hearing had been set.
Which coffee shop and bank are planned?
The plans do not name them. BizSense says the identities were not clear from the filings, and the owner declined to comment.
Will Izzie’s and Southside Hitch close?
The conceptual plan keeps the 12,000-square-foot building where Southside Hitch and Carytown Coffee on the James operate, and it shows the 8,000-square-foot building used by Izzie’s being demolished. No timeline was reported, so ask the businesses directly about their plans.
What is Commercial Corridor zoning?
It is a Chesterfield County zoning district. Part of this site already has it and part is zoned Agricultural, and the request would put the whole site under Commercial Corridor.
How do I comment on the rezoning?
Watch the county’s Active Development and Zoning Cases page for the hearing date. Public hearings at the planning commission and the Board of Supervisors are where residents usually speak.
When would construction start?
Unknown. BizSense says the timeline and cost were not available, and the project would be built in phases.
