If you want a home off Route 360, expect two different roads under one number. In Manchester it is Hull Street, a city street with bus stops on it. Past Route 288 it is an eight-lane suburban highway that Chesterfield County’s Streamline 360/288 page says suffers heavy delays, long backups and crashes at peak times, with little room left to widen.
That trade-off is the whole question. The farther out you buy, the more of your day depends on a handful of busy intersections. Below are six places along the corridor, from the river outward, with the public road work named for each stretch.
How this list is built and ordered
The list runs in the order you meet each place driving outbound (west) from the Mayo Bridge end of Hull Street. It is a route guide, not a ranking.
We did not publish drive times. No public dataset gives neighborhood-level commute times for Richmond, and a number we made up would be worse than none. Instead, each pick is tied to something you can check: the cross street where you join Route 360, and the county, city or VDOT project page for that stretch. We read every page linked here on November 5, 2026. Project dates can slip, so recheck before you rely on one.
Four of the six places have Mission Realty community pages. Two, Brandermill and Moseley, do not, so we point you to the Chesterfield County hub and the nearest pages instead.
The official project list, inbound to outbound
These are the Hull Street projects named on official pages, with the timing each page states.
| Stretch (inbound to outbound) | What the page describes | Timing stated on the page |
|---|---|---|
| City of Richmond, Hey Road to Warwick Road | Four lanes with a 15-foot median, sidewalk on one side and a 10-foot shared-use path on the other | Construction start April 2025; completion April 2027 |
| Route 360 between Route 288 and Winterpock Road | Streamline 360/288, a multi-year package of projects | Phased; each project has its own page |
| Woodlake Village Parkway at Route 360 | Triple left-turn lanes so Route 360 through traffic gets more green time | Construction anticipated to begin in 2028 |
| Woodlake Village Parkway to Otterdale Road | Conceptual design to widen Route 360 to three lanes each way | Construction anticipated in 2029 |
| Otterdale Road at Hampton Park Drive and Harpers Mill Parkway | Roundabout lighting installed May 18, 2026; crosswalks with flashing beacons next | Crosswalk construction anticipated in early 2027 |
Sources: City of Richmond Hull Street Road Improvements Phase I, Streamline 360/288, Woodlake Village Parkway triple left turns, Route 360 widening, Otterdale Road roundabouts. The city page also carries an older status note saying design was at 90 percent, so its milestone list and status text do not fully agree.
1. Manchester: where Hull Street starts
Hull Street begins in Manchester, just south of the river. On GRTC’s system map, routes 1A, 1B and 1C all carry “Hull” in their names, with stops along Hull Street from 3rd Street out past Cowardin Avenue. That makes this the one stretch of Route 360 where you can live without driving the corridor at all. The bridge into downtown matters here too; see our note on the Mayo Bridge resurfacing.
The city stretch: Hey Road to Warwick Road
Between Manchester and Chippenham Parkway, Hull Street runs along the city’s southwest edge. The city’s project page calls it a gateway from Chesterfield and Amelia counties and a main route to Chippenham Parkway. The Phase I rebuild from Hey Road to Warwick Road is the work you will drive through. We have no community page for the neighborhoods on this stretch, so we have left them off the list rather than guess at boundaries. Buyers here can use Chippenham, a toll-free parkway, as we explain in our Powhite, Chippenham and Downtown Expressway toll guide.
2. Woodlake: one main entrance on Route 360
Woodlake sits along Route 360 west of Route 288, beside Swift Creek Reservoir, and its main road, Woodlake Village Parkway, meets Route 360 at a signal. The county’s triple left-turn project exists because that intersection is where Woodlake traffic and Route 360 through traffic compete for green time. Construction is anticipated to begin in 2028. The widening west of here starts at the same intersection.
If you are comparing this area with the north-south Route 288 options, read our Route 288 corridor guide; this post stays on Hull Street.
3. Brandermill: across the reservoir (no community page)
Brandermill sits on the far side of Swift Creek Reservoir, the water the county names as the main physical limit on the corridor to the north. It is not on Hull Street, so how you reach Route 360 depends on your street; map your own route before you assume it. We do not have a Brandermill community page; start with the Chesterfield County hub and the nearest pages, Woodlake and Midlothian.
4. Hampton Park: off Otterdale Road, south of Route 360
Hampton Park is entered from Otterdale Road, south of Hull Street. The county’s Otterdale Road project page names the roundabout at Hampton Park Drive: lighting went in on May 18, 2026, and crosswalks with rapid flashing beacons are next, with construction anticipated in early 2027. Otterdale is also the western end of the planned Route 360 widening. For recent rezoning news at Hull Street and Otterdale, see our report on the Nunnally Village case.
5. Harpers Mill: the next roundabout down Otterdale
Harpers Mill shares the same county project: its entrance, Harpers Mill Parkway, meets Otterdale Road at the second roundabout named on the Otterdale page. It sits farther south than Hampton Park, so you drive more of Otterdale before you reach Hull Street. Newer homes on this side of the county show up in our new construction search.
6. Moseley: where Route 360 keeps going west (no community page)
Past Otterdale Road, Hull Street Road keeps going toward the Moseley area and, eventually, Amelia County. The county projects we found stop at Otterdale Road (the widening) and Winterpock Road (Streamline 360/288). We found no project page for the road beyond those limits. We have no Moseley page, so use the Chesterfield County hub and the two nearest pages, Hampton Park and Harpers Mill. If you also look at land out here, browse homes with acreage.

What to check before you make an offer
- Drive it at your real hours. Do the trip on a weekday at the time you would leave for work. The county’s own page describes peak-hour delays, so a Sunday test drive tells you little.
- Find the project page for your intersection. The county lists every active job on its Streamline 360/288 page. A dated project at your entrance means lane closures, then (if it works) shorter waits.
- Price the commute into the payment. Gas and time cost money. Add them next to the mortgage in our mortgage calculator, and if you want a loan estimate, our preferred lenders can run one.
- Check bus access only if you need it. Inside the city, the Hull routes help. For the region’s faster routes, see neighborhoods near the Pulse and frequent bus routes.

Frequently asked questions
Is Hull Street the same road as Route 360?
Yes. Inside the City of Richmond it is signed Hull Street, and in Chesterfield County it becomes Hull Street Road. Both carry the Route 360 number, so county project pages often say Route 360 and Hull Street Road for the same stretch.
Why doesn’t this post give commute times?
No public dataset gives commute times by neighborhood for the Richmond area. Mapping apps show today’s traffic, not a typical year. Test the drive yourself on a weekday at your usual hours before you buy.
Will widening Route 360 near Woodlake raise or lower home values?
We cannot say, and no public source we read makes that claim. The county page only describes the design and timing. If you are deciding now, weigh the construction years against how long you plan to stay.
Does the county plan more work farther out on Route 360?
Streamline 360/288 covers Route 360 between the Route 288 interchange and Winterpock Road, including a superstreet study for part of that stretch. The widening ends at Otterdale Road. We found no project page for Route 360 beyond those limits.
Is there a toll on Hull Street Road?
No. Hull Street Road is not a toll road. The nearest toll road is the Powhite Parkway Extension, a separate VDOT toll facility covered in our toll guide.
Can I take a GRTC bus from Woodlake to downtown?
Not on a local route along Hull Street Road, based on GRTC’s system map. The Hull routes serve the city stretch. Ask GRTC about express and park-and-ride options before you count on transit.
Where can I watch for lane closures on these projects?
Each Chesterfield project page lists traffic impacts and a contact at the county Transportation Department, (804) 748-1037. VDOT administers several of them, so VDOT notices apply too.
