There are two ways to get a pool in the Richmond area, and they lead to completely different house hunts. You can buy one that is already in the ground, which is far cheaper and limits you to the neighborhoods where people built them. Or you can buy the lot that could take one, which opens the search up and hands you a permit process, a covenant review and a large cash outlay.
Below are eight areas grouped by which of those two routes they suit. They are not ranked. Each one gets a reason you can check and a note on who it is wrong for, because a roundup that likes everything is useless.
Where the pools already exist
Salisbury, Chesterfield County
A golf community developed from the 1960s off Robious Road on large, wooded, gently graded lots, which is exactly the combination that produced a generation of in-ground pools. Salisbury is the highest-probability place in the metro to find a house that already has one. Wrong for anyone who wants a new pool shell: many here are 40 years old or more, and replastering, re-tiling and replacing pumps and heaters is a real line item, not a maybe.
Woodlake, Chesterfield County
Built out around Swift Creek Reservoir from the 1980s, Woodlake has both the lot sizes and the era for private pools, alongside its community amenities. Wrong for a buyer who wants to add one on their own terms: this is an association community with architectural review, and the covenants govern fencing, screening and equipment placement.
Wyndham, Henrico County
The outer sections of Wyndham carry the largest lots in northwestern Henrico, and the 1990s and 2000s custom stock includes a steady supply of pools. Tuckahoe, Henrico County
Established near-west Henrico with deep lots on the older streets and mature screening already in place, which is half the cost of making a pool private. Tuckahoe also has the shortest commute of anything on this list. Wrong for buyers who need a flat rear yard as a given: several of these streets fall away steeply behind the house, and grading is where pool budgets go to die.
Where you could put one in
Bon Air, Chesterfield County
Resort-era lots from the 1870s onward mean Bon Air offers the biggest back yards available at an ordinary Chesterfield price, and much of the old section has no association at all. Wrong for anyone who wants an association to handle the standards question for them, and for anyone whose lot turns out to sit over an old septic field, which is worth confirming early.
Varina, Henrico County
Eastern Varina gives you the lowest cost per acre in Henrico, which is the single biggest input into whether a pool is affordable at all. Same county services, same building department, much more ground. Wrong for anyone commuting daily to Short Pump or western Henrico; you will feel every mile of it.
Powhatan County
Acreage, and usually no association whatsoever, so the pool question reduces to a permit question and a contractor question. Powhatan also tends to mean well and septic, which changes where the pool can physically go; read our well and septic buyer guide before you site anything. Wrong for anyone who wants a short drive to a hospital, an airport or a grocery store.
Goochland County
Same acreage logic as Powhatan with a shorter run to Short Pump, which is why Goochland costs more. The county median sold price in August 2026 was $688,702, the highest of the six localities we cover, so the land is not cheap here even if there is a lot of it. Wrong for buyers under about $600,000, who will find far more house per dollar in Chesterfield.

What a pool changes in the rest of the transaction
Inspection. Most general home inspectors exclude pools by contract, so you are commissioning a second inspection covering the shell, the equipment, the plumbing and the electrical bonding. Our post on buying a Richmond home with a pool goes through what that report should contain.
Permits and barriers. Virginia enforces residential pool construction and barrier requirements through the Uniform Statewide Building Code, administered by the Department of Housing and Community Development and enforced by your locality. In Henrico that is a residential building permit; in Chesterfield it starts at Payments and Permits. Confirm the current barrier, gate and alarm specification with the locality rather than with the pool salesperson, and if you are buying an existing pool, confirm it was permitted at all.
Assessment. A pool is an improvement to the parcel and localities pick it up, frequently through the permit record. These are county-wide medians, not neighborhood figures and not figures for homes with pools. Salisbury and Bon Air are both inside the Chesterfield number and trade nothing like each other.
Note Powhatan at 3.5 months of supply against Henrico at 1.6. If you are the kind of buyer who wants room and is willing to drive, you are shopping in the only part of this market with any slack in it. That is a genuine negotiating position, and it does not exist inside the beltway of Henrico.
The one thing worth doing before you fall for a pool
Ask the seller for twelve months of electricity and water bills and the last two opening and closing invoices. A regional average tells you nothing; those four documents tell you what this pool, with this pump, in this yard, actually costs. If the seller cannot produce them, that is information too. And if the pool was added without a permit on record, sort that out during the contingency period, not at the closing table.
If a pool turns out to be a nice-to-have rather than the point, two neighboring searches are usually the better fit: a real yard without an HOA, or a street with grown-in tree cover.
Questions we are getting about this one
Is it cheaper to buy a house that already has a pool or to add one?
Almost always cheaper to buy one that has it. An existing pool is priced into the house at a fraction of build cost, whereas adding one is a full cash outlay that rarely returns dollar for dollar at resale. The exception is a pool old enough to need a full renovation, which can cost as much as starting over.
Do I need a permit to put a pool in a Richmond-area back yard?
Yes, everywhere in the metro. An in-ground pool is a building permit item and usually an electrical permit item as well, and the barrier and alarm requirements are enforced at inspection. Start at your locality permit office, not at the pool contractor.
Will a pool raise my property tax assessment?
It is an improvement to the parcel, so yes, it can. Localities pick it up through permit records and reassessment. If you think the resulting figure is wrong, each locality has an appeal process, and we have a separate guide on appealing a Richmond-area assessment.
Does a pool make a house harder to sell in Richmond?
It narrows the buyer pool rather than lowering the price. Families with toddlers and buyers who do not want the maintenance will filter it out; buyers who want one will pay for it and there are fewer competing listings. A well-kept pool with recent equipment is a feature, a tired one is a negotiation.
Can an HOA stop me from building a pool?
It can require architectural review, set fence and screening standards, restrict equipment placement and noise, and refuse a design. That is common in Woodlake, Wyndham and the newer Chesterfield communities. Read the covenants and the architectural guidelines before you go under contract, not after.
What should a pool inspection cover?
A general home inspector typically excludes pools. Budget for a separate pool inspection covering the shell, coping and tile, the liner if there is one, pump, filter, heater, plumbing pressure, the bonding and grounding of the electrical, and the barrier and gate hardware.
How much does a Richmond pool cost to run each year?
We are not going to print a number we cannot source. The usable answer is to ask the seller for twelve months of electricity and water bills and the most recent chemical and opening or closing invoices. That is real data about that specific pool, which no regional average can give you.
Is a saltwater pool better?
It changes the chemistry and the feel of the water and removes the chlorine tablet routine, but it is not maintenance free and the salt cell is a consumable with a replacement cost. Ask how old the cell is, the same way you would ask the age of a water heater.
